Do I Need to Get a New Police Clearance Certificate for My Canadian Immigration?

When it comes to Canadian immigration, one of the most confusing topics for South African expats is whether or not you need a new South African Police Clearance Certificate (PCC). There’s a lot of conflicting information online, but here’s a clear breakdown based on both the official IRCC guidelines and personal experience.

The Short Answer

A South African Police Clearance Certificate does not expire for Canadian immigration purposes if:

  • It was issued after your last stay of six consecutive months (or more) in South Africa, and
  • You have not returned to South Africa for six consecutive months or longer since it was issued.

In other words, if you got your PCC after leaving South Africa and you haven’t spent six months or more in the country since then, you do not need a new one.

From the IRCC Website:

“Some countries put expiry dates on their police certificates. If this is your situation, include the certificate. We’ll accept it if:

  • it was issued after the last time you stayed there for 6 consecutive months or longer
  • it is not for the country where you currently reside”

When Does a Police Clearance Certificate Actually Expire?

According to the IRCC (Immigration, Refugees and Citizenship Canada) website:

  1. If you are living in South Africa while applying for Canadian permanent residency or any other immigration status, your police clearance certificate must be less than six months old at the time of your application. If it’s older than six months, you’ll have to renew it.
  2. If you have already left South Africa and are applying from Canada (or elsewhere), your police clearance certificate remains valid indefinitely as long as it was issued after the last time you lived in South Africa for six consecutive months.

Real-Life Example: Using an Older Police Clearance Certificate Successfully

When we left South Africa, we applied for our police clearance certificate just before we departed. We gave a trusted family member permission to pick it up once it was ready, and they mailed it to us.

  • Two years later, we used that same PCC for our Canadian permanent residency application.
  • It was accepted without issue because we had not returned to South Africa for more than six consecutive months since it was issued.

This personal experience confirms what IRCC states: if you haven’t been back in South Africa for six or more consecutive months, your certificate remains valid.

Contrast with the U.S. Example

In 2020, we stayed in the United States for longer than six months. Before leaving, we obtained our FBI clearance certificates. We assumed they would still be valid when we later applied for Canadian permanent residency. However, because the clearance was issued while we were still residing in the U.S. (not after we left), we had to apply for new FBI clearance certificates from Canada.

This example shows the importance of the timing of your police clearance certificate issuance. For IRCC, the certificate must be dated after your last stay of six consecutive months in a country.

Best Practice: Apply for Your Police Clearance Certificate Before Leaving South Africa

If you know you’re heading to Canada and will eventually apply for PR, extend a work permit, or change your immigration status, here’s a tip:

  1. Apply for your PCC in South Africa just before leaving the country.
  2. Have a relative pick it up or arrange a courier service (like PostNet) to send it to you.
  3. This approach saves you the hassle and extra cost of having to complete the process from abroad.

You Can Apply For Your PCC From Canada Though

If you’re already in Canada and need a new South African PCC (for instance, if you didn’t organize it before you left or you returned to SA for more than six months), you can still get it done:

  1. Get fingerprints taken at a local police station or a fingerprinting service (around 65 CAD).
  2. DHL your fingerprint documents to the SAPS Criminal Record Centre in Pretoria (cost about 150 CAD).
  3. Wait for processing; times can vary, so plan ahead.
  4. .Receive your certificate by courier or have a family member collect it and send it to you.

Final Thoughts
